    In a mixing bowl, combine all-purpose flour, cornstarch, baking powder, salt, and black pepper.

    Gradually add cold water to the dry ingredients while whisking until you achieve a smooth batter.

    Heat Oil

    In a large, heavy-bottomed pot, heat vegetable oil over medium-high heat until it reaches 350°F (175°C).

    Batter Fish

    Dip each fish fillet into the batter, ensuring it is fully coated.

    Fry Fish

    Carefully place the battered fish fillets into the hot oil, frying them in batches until golden brown, about 4-5 minutes per side.

    Drain Fish

    Remove the fried fish from the oil and place them on paper towels to drain excess oil.

Tartar Sauce Preparation

    In a small bowl, mix together mayonnaise, dill pickle relish, lemon juice, chopped capers, salt, and black pepper until well combined.

Sandwich Assembly

    Toast the burger buns lightly on a skillet or in a toaster.
