Prepare dry ingredients
Whisk together 2.5 cups all-purpose flour, 1 tsp baking powder, 0.25 tsp cream of tartar, and 0.5 tsp fine salt in a medium bowl until evenly combined. Set aside.

Cream butter and sugar
In a large mixing bowl, cream 0.75 cups softened unsalted butter and 1 cup granulated sugar with a hand mixer or stand mixer on medium speed until pale and fluffy, about 2–3 minutes.

Add egg and flavor
Add 1 large egg and 1 tablespoon vanilla extract to the butter-sugar mixture and mix until incorporated, scraping the bowl once. If using gel food coloring, add a few drops now and mix until the color is evenly blended.

Combine wet and dry
With the mixer on low, add the dry flour mixture in two additions, alternating with 3 tablespoons whole milk (start and end with dry), mixing just until a soft, slightly sticky dough forms. Do not overmix.

Fold in chips & sprinkles
Turn the dough out into a bowl and gently fold in 1 cup white chocolate chips and 0.75 cups rainbow sprinkles with a rubber spatula until distributed evenly. Reserve a small pinch (about 1 tablespoon) of sprinkles to press on top before steaming, if desired.

Portion dough
Divide the dough into 6 equal pieces (about 80–90 g each). Lightly oil your hands (use the 1 tsp vegetable oil) to prevent sticking and shape each piece into a smooth round or slightly flattened disk about 2–2.5 inches across. Press a few reserved sprinkles onto the top of each for a bright finish.

Prepare steamer
Pour 2 cups of water into a wide pot or steamer base and bring to a gentle boil over medium-high heat. Line a steamer basket or plate with parchment paper rounds (cut holes or slits for steam to circulate) or lightly oil the parchment so dough won't stick. Lay a clean kitchen towel over the pot lid (optional) and set the lid on top to catch condensation.

Steam the rounds
Place the shaped dough rounds into the steamer, leaving about 1 inch between each to allow expansion. Cover and steam over medium steam for 10–12 minutes, rotating the steamer basket or swapping positions halfway through if your steamer has hot spots. The steam dough is done when the edges are set and the center springs back lightly; an instant-read thermometer inserted into the center should read about 190°F (88°C) if you want an internal check.

Serve
Serve warm or at room temperature. The texture is soft and moist with pockets of melted white chocolate and bursts of colorful sprinkles. Store leftover steam dough in an airtight container at room temperature for up to 2 days or refrigerate up to 4 days. Reheat gently in a steamer or microwave (10–15 seconds) before serving to soften.
