Mix Ingredients
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add the water while mixing with your hands or a wooden spoon until the dough begins to form.

Knead the Dough
Transfer the dough onto a lightly floured surface and knead for about 5-7 minutes until smooth and elastic. Cover the dough with a damp cloth and let it rest for 30 minutes.

Prepare Vegetables
In a large bowl, combine the finely chopped cabbage, grated carrot, chopped green onions, and minced garlic.

Season the Filling
Add soy sauce, sesame oil, and black pepper to the vegetable mixture. Mix thoroughly until all ingredients are well combined.
Dumpling Assembly

Roll Out the Dough
Divide the rested dough into small pieces, about the size of a golf ball. Roll each piece out into a thin circle, about 3 inches in diameter.

Fill the Dumplings
Place a small spoonful of the vegetable filling in the center of each dough circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal.
Cooking the Dumplings

Prepare the Steamer
Fill a pot with water and bring it to a boil. Line the steamer basket with parchment paper or cabbage leaves to prevent sticking.

Steam the Dumplings
Arrange the filled dumplings in the steamer basket, making sure they are not touching. Steam over boiling water for about 15-20 minutes, or until the dough is translucent and the filling is cooked through.
