Make the Sauce
In a bowl, mix together soy sauce, sesame oil, minced garlic, sugar, black pepper, cornstarch, and water until well combined.

Cook the Vegetables
In a large skillet or wok, heat a tablespoon of oil over medium heat. Add the onion, bell pepper, carrot, and celery. Stir-fry for about 3-4 minutes until they start to soften.

Add Ginger and Sauce
Stir in the julienned ginger and the sauce mixture. Cook for an additional 2-3 minutes until the sauce thickens and the vegetables are well-coated.

Serve
Remove from heat and serve immediately over rice or noodles. Optionally, add your choice of protein such as tofu, chicken, beef, or seafood.
