Prepare the wings
In a large bowl, combine the flour, cornstarch, salt, black pepper, garlic powder, and cayenne pepper. Toss the chicken wings in the mixture until fully coated.

Fry the wings
Heat oil in a deep fryer or a large pot to 350°F (175°C). Fry the wings in batches for about 8-10 minutes or until golden brown and crispy. Remove and drain on paper towels.

Make the garlic butter sauce
In a small saucepan, melt 1/2 cup of butter over medium heat. Add minced garlic (about 4 cloves), and sauté until fragrant. Stir in the sliced jalapeños and cook for an additional 2-3 minutes.

Toss the wings
In a large bowl, combine the fried wings with the garlic butter sauce and toss until evenly coated. Add in the sliced scallions and toss again.

Serve
Transfer the wings to a serving platter and garnish with additional scallions and jalapeños if desired. Serve hot.
