Prepare the Filling
In a mixing bowl, combine the ground chicken, minced ginger, minced garlic, chopped green onions, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are fully incorporated.

Form the Dumplings
Take a dumpling wrapper and place about 1 tablespoon of the chicken mixture in the center. Moisten the edges of the wrapper with water, fold it in half, and pinch the edges to seal. Repeat with remaining wrappers and filling.

Cooking Methods
You can either steam or pan-fry the dumplings. To steam, place them in a steamer basket lined with parchment paper and steam for about 15 minutes. To pan-fry, heat a bit of oil in a skillet over medium heat, place the dumplings in the skillet, and cook for 2-3 minutes until golden brown. Add a few tablespoons of water, cover, and let them steam for another 5-7 minutes until cooked through.

Serve the dumplings hot with ginger scallion sauce on the side for dipping.
