Poach the shrimp
Fill a large pot with 4 cups of water and bring to a gentle simmer. Add 1 tablespoon kosher salt, 6 whole peppercorns, 1 bay leaf, and the 2 lemon halves. Slide in the shrimp and cook just until they are pink and opaque, about 2–3 minutes. Use a slotted spoon to transfer the shrimp to a plate and allow to cool to room temperature, then refrigerate until completely cooled, about 15–20 minutes.

Make the cocktail sauce
In a medium bowl, whisk together 1 cup ketchup, 2 tablespoons prepared horseradish, 1 tablespoon fresh lemon juice, 1 teaspoon Worcestershire sauce, 1/4 teaspoon hot sauce, and 1/4 teaspoon salt. Taste and adjust with more horseradish or lemon juice if desired. Cover and refrigerate the sauce while the shrimp finish chilling.

Chill and finalize for serving
Ensure the poached shrimp are fully cooled. Arrange the shrimp on a serving platter and place the cocktail sauce in a small dipping bowl. Garnish with the lemon wedges and parsley sprigs for color and aroma.
