    Prepare the Dough

    In a large bowl, mix the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Gradually add cold water, mixing until a dough forms. Divide the dough into small balls, cover with plastic wrap, and refrigerate for about 30 minutes.

    Cook the Filling

    In a skillet over medium heat, sauté the onion, bell pepper, and garlic until softened. Add ground beef, cumin, paprika, salt, and black pepper. Cook until the beef is browned and cooked through. Stir in green onions and remove from heat. Let the filling cool.

    Make the Hogao Sauce

    In a saucepan, heat olive oil over medium heat. Sauté onion and garlic until fragrant. Add chopped tomatoes and cook until soft. Stir in cilantro and salt. Cook for another 5 minutes and set aside.

    Assemble the Empanadas

    Roll out each ball of dough into a circle. Place a spoonful of filling in the center, fold the dough over, and crimp the edges to seal. Repeat until all dough and filling is used.

    Cook the Empanadas

    Fry the empanadas in hot oil until golden brown on both sides. Alternatively, you can bake them in a preheated oven at 375°F (190°C) for about 20-25 minutes.

    Serve warm with hogao sauce on the side.
