Rinse and cook rice
Place the short-grain sushi rice in a fine-mesh sieve and rinse under cold water, stirring with your hand, until the runoff is clear (about 3–4 minutes). Drain thoroughly. Combine the rinsed rice and 2.2 cups water in a heavy saucepan with a tight-fitting lid. Bring to a gentle boil over medium-high heat, then reduce heat to low, cover, and simmer for 15 minutes without lifting the lid. Remove from heat and let rest, covered, for 10 minutes.

Season rice
While rice rests, whisk together 2 tablespoons rice vinegar, 1 teaspoon sugar, and 1 teaspoon salt until dissolved. Transfer rice to a shallow container or bowl and gently fold in the vinegar mixture using a cutting motion (do not mash) until evenly combined. Spread rice out to cool to near room temperature (fan or cool for 10–12 minutes) so it becomes slightly sticky but not hot.

Form rice rectangles
Line a baking sheet with parchment or plastic wrap and drizzle a little neutral oil on your hands. Using wet hands or a silicone spatula, press the cooled sushi rice into a compact 8x6-inch (about) rectangle, about 1/2 inch thick. Press firmly to remove air pockets so the rice will hold together. Refrigerate the rice rectangle, uncovered, for at least 30 minutes to firm up (this helps achieve a crisp crust when frying).

Cut and dredge
Remove chilled rice slab and, using a very sharp knife dipped in water, cut into 16 bite-sized pieces (approximately 1.5 x 1.5 inches). If using cornstarch for extra crisp, lightly dust both sides of each rice piece with cornstarch and shake off excess.

Fry the rice
Heat 1 cup neutral oil in a heavy skillet (cast iron or stainless steel) over medium-high heat until shimmering and a small piece of rice sizzles immediately (about 350°F if using a thermometer). Add rice pieces in a single layer (do not overcrowd — fry in batches). Fry until a deep golden-brown crust forms, about 2–3 minutes per side, turning with tongs. Transfer to a wire rack or paper towel-lined tray and season lightly with a pinch of salt while hot to taste. Keep warm or reheat briefly before serving to restore crispness.

Prepare tuna
Keep the sushi-grade ahi tuna very cold. Using a sharp knife, trim away any sinew and finely dice the tuna into small, even 1/8–1/4-inch pieces. Place diced tuna in a chilled bowl.

Make spicy sauce and combine
In a small bowl whisk together 3 tablespoons Japanese mayonnaise, 1 tablespoon sriracha, 1 teaspoon sesame oil, and 1 teaspoon soy sauce until smooth. Taste and adjust heat or salt to preference. Add the sauce to the diced tuna and fold gently until evenly coated. Stir in 1 tablespoon thinly sliced scallions, 1 teaspoon toasted sesame seeds, 1/4 teaspoon kosher salt, and a pinch (about 1/8 tsp) freshly ground black pepper. Keep chilled until assembly.

Arrange the warm, crispy rice pieces on a serving platter (4 pieces per person if serving 4). Spoon or pipe about 1 tablespoon of spicy tuna onto each rice piece, gently pressing to adhere without compressing the rice too much.

Drizzle a small amount of unagi (eel) sauce or teriyaki glaze over each topped rice for sweet-salty balance (about 1/2 teaspoon per piece). Add an optional thin line of sriracha for extra heat if desired.
