Cut scrubbed russet potatoes into 1/2–3/4-inch cubes (leave skin on for texture). Rinse the cut potatoes in cold water until water runs clearer to remove excess starch, then drain and pat dry thoroughly with a clean towel.

Place the potato cubes in a pot, cover with cold water, add 1/2 tsp salt, bring to a simmer and cook 4–5 minutes until just tender but not falling apart. Drain and let steam-dry 1–2 minutes.

In a large skillet over medium-high heat, add 2 tbs neutral oil. When shimmering, add the diced onion and green pepper and cook 2–3 minutes until translucent. Add the potato cubes in a single layer (work in batches if needed), sprinkle smoked paprika, garlic powder, dried thyme/oregano, 3/4 tsp salt and 1/4 tsp pepper. Press lightly and let cook undisturbed 4–5 minutes to brown. Flip or stir and continue frying another 4–6 minutes until most surfaces are golden and potatoes are cooked through. Taste and adjust seasoning. Keep warm on very low heat or transfer to oven at 200°F (95°C) while finishing remaining components.

Cook bacon in a separate skillet over medium heat: lay slices in a cold skillet and turn heat to medium. Cook 3–5 minutes per side, turning occasionally, until crisped to your liking. Transfer to a paper-towel-lined plate to drain. Reserve 1 tbs bacon fat and discard the rest or save for other uses.

In a medium nonstick skillet, heat 1 tsp neutral oil and 1 tbs butter over medium-low until butter foams. Crack 2 eggs into a small bowl (or directly into the pan) and gently slide into the skillet. Season with a pinch of salt and 1/8 tsp black pepper. For sunny-side, cook undisturbed 2–3 minutes until whites are set but yolks runny. For over-easy, cook 1–2 minutes until whites set, carefully flip with a spatula and cook 20–30 seconds more for a runny yolk. For firmer yolks, increase time slightly. Remove from pan and keep warm.
Toast

Toast 2 slices of bread to desired doneness in a toaster or under broiler. Spread 1 tbs softened butter over hot toast so it melts. Cut on the diagonal if desired.
