    Toast and grind pistachios

    Preheat oven to 325°F (160°C). Spread 2.5 cups shelled pistachios on a baking sheet and toast 6–8 minutes until fragrant (do not brown). Cool slightly. Pulse toasted pistachios in a food processor to a coarse meal—aim for mostly small pieces with a few slightly larger bits for texture. Do not grind to a paste.

    Season filling

    Transfer ground pistachios to a bowl. Stir in 1/4 cup granulated sugar, 1/4 tsp ground cinnamon, 1 tsp orange blossom water and 1 tsp grated lemon zest until evenly combined. Set aside.

Phyllo / Assembly

    Prepare tools and phyllo

    Line a work surface with a lightly floured or dusted (cornstarch) sheet of parchment. Keep phyllo under a lightly damp towel to prevent drying. Melt 6 tbsp butter and, if desired, whisk in 1 tsp neutral oil to thin slightly for easier brushing.

    Cut phyllo and make packages

    Working one sheet at a time, cut each phyllo sheet into three equal lengthwise strips (you will have 24 strips total from 8 sheets). Brush one strip lightly with melted butter. Place about 2 tablespoons of the pistachio filling toward one end of the strip (the amount may vary slightly; aim to make 3 shells total evenly portioned). Fold the bottom corner over the filling to begin a tight triangular roll, folding across the strip in a triangular fashion (like folding a flag) to form a mussel/triangular shell shape. Continue folding until you reach the end of the strip; brush the exterior with butter and tuck the last flap underneath to seal. Repeat until you have 3 mussel-shaped baklava pieces (use remaining strips to practice or reserve extra pieces).

    Arrange and brush

    Place the shaped mussel baklava in a small baking dish (an ovenproof dish about 6x6 in / similar), seam side down, leaving a little space between pieces. Brush tops generously with more melted butter so phyllo is well coated. If you have extra butter, brush the tray bottom lightly to prevent sticking.

    Bake

    Preheat oven to 350°F (175°C). Bake the prepared mussel baklava for 18–25 minutes, rotating the pan halfway, until the phyllo is deep golden brown and crisp. Watch carefully to avoid burning the edges.

Syrup

    Make syrup

    While baklava bakes, combine 3/4 cup sugar and 1/2 cup water in a small saucepan. Bring to a gentle boil over medium heat, stirring until sugar dissolves. Reduce heat and simmer 6–8 minutes until slightly thickened. Remove from heat and stir in 2 tbsp honey, 1 tsp lemon juice and 1/2 tsp orange blossom water. Let syrup cool to warm (not hot) — about 10 minutes.

    When baklava is out of the oven and very hot, spoon or drizzle the warm syrup evenly over the 3 mussel pieces—use about 3–4 tablespoons total so each piece is moistened but not soggy. Allow the syrup to absorb and the pastries to cool at room temperature for at least 30 minutes so layers set.

    Once cool-to-warm and syrup is absorbed, garnish each mussel baklava with a light sprinkle of finely chopped pistachios (about 1/2 to 1 teaspoon per piece) and an optional dusting of powdered sugar. Serve at room temperature.
