Cooking the Rice

    Start by rinsing the long-grain white rice under cold water in a fine mesh strainer until the water runs clear. This helps remove excess starch.

    In a medium saucepan, combine the rinsed rice, water, and salt. Bring to a boil over medium-high heat. Once boiling, reduce the heat to low, cover, and simmer for about 18-20 minutes, or until the rice is tender and the water is absorbed.

    Fluff the Rice

    Once cooked, remove the saucepan from heat and let it sit covered for an additional 5 minutes. Then, fluff the rice with a fork and set aside.

Making the Gravy

    In a large skillet or saucepan, heat the vegetable oil over medium heat. Once hot, add the all-purpose flour and stir continuously for about 5-7 minutes until the mixture turns a golden brown color. This is called a roux.

    Add the finely chopped onion to the roux and sauté until translucent, about 3-4 minutes. Then add the minced garlic and cook for an additional 1-2 minutes until fragrant.

    Gradually whisk in the beef or chicken broth, ensuring there are no lumps. Add the black pepper, salt, and bay leaf. Bring the gravy to a simmer, then reduce the heat to low and let it cook for about 10-15 minutes until thickened.

    Adjust Seasoning and Serve

    Taste the gravy and adjust the seasoning if necessary. Remove the bay leaf before serving. Serve the gravy hot over the cooked rice.
