Combine Dry Ingredients
In a mixing bowl, whisk together the sweet rice flour and granulated sugar until well combined.

Add Water
Gradually add the water to the dry mixture, stirring continuously until a smooth batter forms.

Steam the Mixture
Transfer the batter to a heat-proof dish and steam it for about 20 minutes or until the dough becomes translucent and sticky.

Cool the Dough
Once cooked, remove the dish from the steamer and let it cool for a few minutes. Dust a clean surface with cornstarch.

Knead the Dough
Transfer the mochi dough onto the cornstarch-dusted surface and knead it gently until smooth and slightly less sticky.

Prepare Ice Cream
Scoop the ice cream into small balls (about 1 tablespoon each) and place them on a tray lined with parchment paper. Freeze the scoops for about 30 minutes until firm.

Once the mochi dough has cooled and the ice cream scoops are firm, take a piece of mochi dough (about the size of your palm) and flatten it into a disk.
