Bring tuna to temperature
Remove tuna from the refrigerator 15-20 minutes before cooking so it comes closer to room temperature for even cooking. Pat each steak dry on all sides with paper towels.
Season tuna
Lightly season all sides of each tuna steak with kosher salt and freshly ground black pepper. Set on a plate while preparing the wasabi crust.
Make wasabi crust
In a shallow bowl or plate, mix the wasabi paste with the panko breadcrumbs, toasted sesame seeds, finely chopped chives and the optional fine dry breadcrumbs if using. The mixture should be slightly tacky so it adheres; if it seems too wet, add a little more panko, if too dry, add a smidge more wasabi (or a drop of water). Taste a tiny bit of the mixture to check heat level and adjust wasabi to preference.
Using the back of a spoon or an offset spatula, spread about 1 to 1 1/2 tablespoons of the wasabi-panko mixture onto the top surface of each tuna steak, pressing gently so it forms an even crust about 1/8–1/4 inch thick. Press firmly enough to adhere but do not compact so tightly that crumbs fall off when searing.
Cook tuna
Heat a large heavy skillet (cast iron preferred) over medium-high heat until very hot, about 2–3 minutes. Add the neutral oil and swirl to coat. The oil should shimmer but not smoke.
Sear the crusted side for 30–45 seconds until the crust is golden and toasted but not burned. Total cook time will yield tuna that is rare to medium-rare inside (about 1.5–2 minutes total per side including initial sear). For a 6 oz steak, aim for 1–1.5 minutes per side for rare, 2 minutes per side for medium-rare. Adjust time slightly for thickness.
Transfer seared tuna to a cutting board and let rest 2 minutes to stabilize juices; the interior will remain pink/rare. If you prefer a fully cooked center, sear a bit longer but be mindful tuna dries with overcooking.
Make sauce & finish
While the tuna rests, whisk together soy sauce, mirin, rice vinegar, grated ginger, honey (or agave) and toasted sesame oil in a small bowl until combined. Taste and adjust balance — add a touch more honey to soften, or more rice vinegar for brightness.
Drizzle the sauce over the sliced tuna or serve it on the side for dipping. Garnish with thinly sliced scallions and lemon or lime wedges. Serve immediately.
