Prepare the Gelatin
In a small bowl, combine the gelatin powder with the cold water and let it bloom for about 5 minutes.

Heat the Cream Mixture
In a medium saucepan, combine the heavy cream, whole milk, and granulated sugar. Heat over medium heat until the mixture is warm and the sugar is dissolved, but do not let it boil.

Add Gelatin
Remove the saucepan from heat and add the bloomed gelatin mixture to the warm cream mixture. Stir well until the gelatin is completely dissolved.

Add Vanilla
Stir in the vanilla extract to the cream mixture until fully combined.

Pour into Molds
Pour the panna cotta mixture into individual serving cups or molds. Allow them to cool at room temperature for about 30 minutes.

Chill
Once cooled, cover the cups with plastic wrap and refrigerate for at least 4 hours or until set.

Serve with Berries
Once set, remove the panna cotta from the refrigerator. Top each serving with fresh berries before serving.
