    Finely chop the beef tenderloin using a sharp knife. Aim for a very fine mince to ensure a delicate texture.

    In a mixing bowl, combine the chopped beef, Dijon mustard, Worcestershire sauce, olive oil, chopped fresh parsley, capers, salt, and black pepper. Mix thoroughly to combine all flavors.

    Prepare Quail Eggs

    Carefully crack each quail egg and separate the yolk from the white. Reserve the yolk for serving.

    Plate the Tartare

    Using a ring mold or a small bowl, shape the beef tartare mixture into a neat round shape on the plate. Top each serving with a quail egg yolk.

    Peel the potatoes and slice them thinly using a mandoline or sharp knife to create even chips.
