Cook the Pasta
Bring a pot of salted water to a boil and cook the pipette pasta according to the package instructions until al dente. Drain and set aside.

Prepare the Mornay Sauce
In a saucepan, melt the butter over medium heat. Whisk in the flour and cook for about 1-2 minutes until golden. Gradually add the milk, whisking continuously until the sauce thickens. Stir in the cheddar and parmesan cheeses until melted and smooth. Season with salt and pepper to taste. Mix in the fine herbs.

Combine Pasta and Sauce
Add the cooked pipette pasta to the mornay sauce, stirring gently to combine.

Prepare the Hash Browns
In a separate skillet, heat a little oil over medium heat and add the hash browns. Cook until crispy and golden brown on both sides.

Assemble the Dish
Spread the crispy hash browns on a serving plate. Top with the cheesy pipette pasta mixture. Optionally garnish with additional fine herbs.
