Prepare the Oven and Pans
Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large bowl, sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Incorporate Boiling Water
Stir in the boiling water (the batter will be thin). Pour the batter evenly into the prepared pans.

Bake the Cakes
Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted in the center comes out clean.

Cool the Cakes
Remove from oven and let the cakes cool in the pans for 10 minutes. Then, remove from pans and let cool completely on a wire rack.

Prepare the Frosting
In a medium bowl, beat the butter until creamy. Gradually add cocoa powder and powdered sugar, alternating with milk, and beat until smooth.

Add Vanilla
Stir in the vanilla extract until fully incorporated.

Frost the Cake
Once the cakes are completely cool, spread frosting evenly between the two layers and on top and sides of the cake.

Slice the chocolate layer cake and serve each slice with a scoop of vanilla ice cream on the side.
