Dough Preparation

Make the Dough
In a large bowl, combine the all-purpose flour, salt, and butter. Mix until the mixture resembles coarse crumbs.

Add Water
Gradually add water, mixing until a dough forms. Knead the dough on a lightly floured surface for about 5 minutes until smooth.

Rest the Dough
Wrap the dough in plastic wrap and let it rest in the refrigerator for at least 30 minutes.

Cook the Beef
In a large skillet, cook the ground beef over medium heat until browned, about 5-7 minutes. Drain excess fat.

Mix in Sauce
Stir in tomato sauce, Italian seasoning, black pepper, and salt. Cook for another 5 minutes until heated through. Remove from heat and let cool slightly.

Preheat the Oven
Preheat your oven to 400°F (200°C).

Roll Out the Dough
On a floured surface, roll out the dough to about 1/8 inch thick. Cut into squares, about 4x4 inches.

Fill the Puffs
Place a spoonful of the beef filling in the center of each square. Fold the dough over to form a triangle and press the edges to seal.

Bake the Puffs
Place the filled puffs on a baking sheet lined with parchment paper. Bake for 20-25 minutes until golden brown.

Add Toppings
Once baked, remove from the oven and immediately sprinkle with cotija cheese, cilantro, and parsley.
