    Make the Dough

    In a large mixing bowl, combine the all-purpose flour and salt. Cut in the unsalted butter until the mixture resembles coarse crumbs. Gradually add cold water, mixing until a dough forms. Knead briefly until smooth, then wrap in plastic wrap and refrigerate for at least 30 minutes.

    Cook the Beef Filling

    In a skillet over medium heat, sauté the chopped onion and minced garlic until translucent. Add the ground beef and cook until browned. Drain excess fat, then stir in the tomato sauce, chili powder, cumin, salt, and black pepper. Cook for 5-7 minutes until the mixture thickens. Remove from heat and let cool.

Assembling Pizza Puffs

    Roll Out the Dough

    Preheat the oven to 400°F (200°C). On a floured surface, roll out the chilled dough to about 1/8 inch thick. Cut out circles using a pastry cutter or a glass, about 4-5 inches in diameter.

    Fill the Dough

    Place a tablespoon of the beef filling in the center of each dough circle. Sprinkle with crumbled cotija cheese and chopped cilantro. Fold the dough over to create a half-moon shape and press the edges firmly with a fork to seal.

    Bake the Pizza Puffs

    Place the filled pizza puffs on a parchment-lined baking sheet. Bake in the preheated oven for 20-25 minutes, or until golden brown. Allow to cool slightly before serving.
