In a medium saucepan, combine the heavy cream, whole milk, and granulated sugar. Stir over medium heat until the sugar has dissolved. Do not let it boil.

Remove the saucepan from heat and add the fresh mint leaves. Cover and let it steep for 30 minutes to infuse the mint flavor.

After 30 minutes, strain the mixture through a fine mesh sieve to remove the mint leaves. Return the strained mixture to the saucepan.
