Prepare the Potato Mixture
In a large bowl, combine the mashed potatoes, flour, egg, green onions, salt, and black pepper. Mix until well combined.

Form the Cakes
Divide the potato mixture into two equal portions and shape each portion into a cake.

Cook the Cakes
In a skillet, heat the olive oil over medium heat. Once hot, add the potato cakes and cook for about 4-5 minutes on each side, or until golden brown.

Remove the cakes from the skillet and drain on paper towels. Serve warm.
