Prepare fish
Pat the walleye fillets dry with paper towels and cut into four sandwich-sized portions if necessary (about 4–5 oz each). Season both sides with 1 tsp salt, 1 tsp black pepper, and 1/2 tsp garlic powder.

Set up breading station
In three shallow bowls or rimmed plates: (1) combine 3/4 cup flour and 1/4 cup cornstarch and mix; (2) whisk together 1 large egg and 2 tablespoons milk; (3) place 1 cup panko breadcrumbs. Dredge each fillet first in the flour mixture, shaking off excess, then dip into the egg wash, and finally press into panko to coat evenly. For an extra-crisp crust, repeat the egg and panko step for a double layer.

Fry the fillets
Heat 1/2 cup vegetable oil in a large skillet over medium-high heat until shimmering (about 350°F/175°C). Working in batches if needed, add fillets and fry 3–4 minutes per side until golden-brown and the internal temperature reaches 145°F (fish is opaque and flakes easily). Transfer to a wire rack set over a baking sheet and tent loosely with foil to keep warm.

Make the yum yum sauce by whisking together 1/2 cup mayonnaise, 2 tablespoons ketchup, 1 teaspoon rice vinegar, 1/2 teaspoon paprika, 1/4 teaspoon garlic powder, 1/2 teaspoon sugar, and 1/8 teaspoon salt. If the sauce is too thick, whisk in up to 1 teaspoon water to reach a spreadable consistency. Taste and adjust seasoning. Chill until ready to use.

Prepare carrots and green onions: if not already matchstick, use a grater or julienne peeler to make about 1 cup matchstick carrots. Toss carrots with 1/8 tsp salt and 1/8 tsp black pepper. Thinly slice green onions and set aside. If using lettuce, rinse and pat dry.
Assembly & Serving

Assemble sandwiches: spread a generous tablespoon (or to taste) of yum yum sauce on both the top and bottom bun halves. Place a lettuce leaf on the bottom bun (optional), then lay a fried walleye fillet on top. Add a handful (about 1/4 cup) of seasoned shredded carrots and a sprinkle of sliced green onions. Finish with another drizzle of yum yum sauce if desired and cap with the top bun.

Serve immediately with lemon wedges on the side for squeezing over the fish.
