Preheat the Oven
Preheat your oven to 350°F (175°C) and grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large mixing bowl, combine the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt. Whisk until well combined.

Incorporate Boiling Water
Stir in the boiling water carefully. The batter will be thin; this is normal.

Bake the Cake
Pour the batter evenly into the prepared cake pans. Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted in the center comes out clean.

Cool the Cakes
Once done, remove the cakes from the oven and let them cool in the pans for 10 minutes. Then, transfer them to wire racks to cool completely.

Heat the Cream
In a small saucepan, heat the heavy cream over medium heat until it starts to simmer. Do not let it boil.

Combine Chocolate and Cream
Place the semi-sweet chocolate chips in a heatproof bowl. Pour the hot cream over the chocolate and let it sit for 5 minutes.

Stir to Combine
After 5 minutes, stir the mixture until the chocolate is completely melted and smooth. Add the butter and stir until fully incorporated.

Cool the Ganache
Let the ganache cool at room temperature until it thickens enough to spread, about 20-30 minutes.

Frost the Cake
Once the cakes are completely cool, place one layer on a serving plate and spread a layer of ganache on top. Place the second layer on top and frost the top and sides of the cake with the remaining ganache.
