Peel and thinly slice the garlic cloves. Strip lower leaves from dill sprigs leaving the top wispy sprigs intact.
Make Brine

In a small saucepan combine water, white vinegar, granulated sugar, and kosher salt. Add black peppercorns, mustard seeds, red pepper flakes, and bay leaves.

Bring the mixture to a simmer over medium heat, stirring until the sugar and salt fully dissolve, about 3–4 minutes. Do not boil vigorously — a gentle simmer is enough. Remove from heat and let the brine cool for 2 minutes.
