Prepare the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the beer or sparkling water until the batter is smooth and free of lumps.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Fish
Dip each fish fillet into the batter, allowing excess batter to drip off. Carefully place the battered fish into the hot oil. Fry for about 4-5 minutes on each side, or until golden brown and crispy. Remove and drain on paper towels.

Cook the Fries
While the fish is frying, cook the frozen fries according to package instructions, either in the oven or in a fryer until crispy.
