Dough Preparation

Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Make a well in the center and add the eggs and water. Mix until a dough forms.

Knead the Dough
Transfer the dough onto a floured surface and knead it for about 10 minutes until smooth and elastic. Wrap in plastic wrap and let it rest for 30 minutes.

Prepare the Filling
In a large bowl, combine ground beef, ground pork, ground veal, chopped onion, salt, black pepper, and minced garlic. Mix well until all ingredients are evenly combined.
Assembly and Cooking

Roll Out the Dough
After resting, divide the dough into small pieces. Roll each piece out on a floured surface into a thin sheet, approximately 1/8 inch thick.

Cut and Fill Dumplings
Using a round cutter or a glass, cut out circles from the dough. Place about a teaspoon of filling in the center of each circle. Fold the dough over and pinch the edges tightly to seal.

Cook the Dumplings
Bring a large pot of salted water to a boil. Add the pelmeni and cook for 5-7 minutes or until they float to the surface. Remove with a slotted spoon.
