Layer the Ingredients
In a large serving dish, start layering the ingredients in the following order: first, layer the grated potatoes, then sprinkle with a little salt and black pepper, followed by a layer of mayonnaise. Next, add the grated carrots, followed by another layer of mayonnaise. Then add the herring and onions, and again add mayonnaise. Continue with the grated beets, add mayonnaise on top, and finish with the grated hard-boiled eggs.

Final Touches
Cover the entire dish with a generous layer of mayonnaise. You can garnish the top with some extra grated beets or finely chopped herbs if desired.

Chill and Serve
Cover the dish with plastic wrap and refrigerate for at least 2 hours (or overnight) to allow the flavors to meld. Serve chilled as a hearty salad.
