Bring a pot of water to a boil. Add the rice noodles and cook according to package instructions, usually about 5-7 minutes, until they are tender but firm. Drain and rinse under cold water to stop the cooking process. Set aside.

In a small bowl, whisk together the soy sauce, fish sauce, lime juice, brown sugar, and red chili flakes until the sugar is dissolved. Set aside.

Cook the Shrimp
In a large skillet or wok, heat a tablespoon of oil over medium-high heat. Add the minced garlic and sauté for about 30 seconds until fragrant. Add the shrimp and cook for 2-3 minutes, until they turn pink and opaque. Remove shrimp from the skillet and set aside.

Stir-Fry the Vegetables
In the same skillet, add another tablespoon of oil if necessary, and add the bell pepper and carrot. Stir-fry for about 3-4 minutes until they are slightly tender. Add the cooked rice noodles and shrimp back into the skillet.

Pour the prepared sauce over the noodle mixture in the skillet. Toss everything together to ensure the noodles and shrimp are evenly coated in the sauce. Cook for an additional 2-3 minutes until heated through.

Remove from heat, and stir in the chopped green onions and cilantro. Serve hot, garnished with crushed peanuts on top.
