    Prepare the Ingredients

    Rinse the long-grain parboiled rice under cold water until the water runs clear. Chop the onion, tomatoes, and red bell pepper. Mince the garlic and ginger. If using, chop the carrots and set aside.

    Sauté the Aromatics

    In a large pot, heat the vegetable oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes. Stir in the minced garlic and ginger and cook for an additional minute until fragrant.

    Add Tomatoes and Spices

    Add the chopped tomatoes and red bell pepper to the pot, stirring well. Cook for about 10 minutes until the tomatoes break down into a sauce. Add the bay leaves, salt, black pepper, thyme, and the whole Scotch bonnet pepper (do not cut it to keep the spice level manageable).

    Combine Rice and Broth

    Add the rinsed rice to the pot, stirring to coat it in the sauce. Pour in the chicken or vegetable broth and bring to a boil.

    Simmer the Rice

    Once boiling, reduce the heat to low. Cover the pot with a tight-fitting lid and let it simmer for about 20-25 minutes, or until the rice is cooked and has absorbed the liquid. If using, add the chopped carrots and green peas during the last 5 minutes of cooking.

    Fluff and Serve

    Once the rice is cooked, remove the pot from heat. Let it sit covered for an additional 5 minutes, then fluff the rice with a fork, removing the bay leaves and Scotch bonnet pepper. Serve hot as a side dish or main course.
