Panna Cotta Base

Bloom gelatin
Sprinkle the powdered gelatin evenly over 3 tablespoons cold water in a small bowl. Let sit undisturbed for 5 to 10 minutes until the gelatin swells and becomes jelly-like.

Heat dairy and sugar
In a medium saucepan, combine 1 cup whole milk, 2 cups heavy cream, and 1 tablespoon granulated sugar. Split a vanilla bean and scrape the seeds into the pan (or add 1 tsp pure vanilla extract later). Warm over medium-low heat, stirring occasionally, until the mixture is hot and steam rises but not boiling (small bubbles around the edge), about 5–7 minutes.

Dissolve gelatin
Remove the saucepan from heat. Add the bloomed gelatin to the hot cream mixture and stir until completely dissolved, about 1–2 minutes. If using vanilla extract instead of a bean, stir it in now. For extra silkiness, stir in 1 tsp unsalted butter until melted and incorporated.

Strain (optional)
For the smoothest texture, pass the mixture through a fine-mesh sieve into a heatproof measuring cup or bowl to remove any undissolved bits or vanilla pod fragments.

Portion
Divide the warm panna cotta liquid evenly among 4 (6-ounce) ramekins or molds. Leave a little room at the top for garnishes.

Chill
Let the ramekins cool to room temperature (about 20 minutes), then cover each with plastic wrap and refrigerate until fully set, at least 4 hours and up to 48 hours. The panna cotta should be jiggly but hold its shape.

Prepare berries and syrup
If desired, toss 1 cup fresh berries with 2 tablespoons simple syrup or berry coulis. Let macerate for 10–15 minutes to release juices.

Unmold (optional)
To unmold panna cotta, run a thin knife around the edge of each ramekin. Dip the bottoms of ramekins briefly (5–10 seconds) into hot water, then invert onto serving plates. If leaving in ramekins, simply spoon toppings on.

Garnish and serve
Top each panna cotta with the macerated berries (or fresh berries) and a small mint leaf. Serve chilled.
