Mix the Dough
In a bowl, combine the all-purpose flour and salt. Add the oil and mix until crumbly. Gradually add water and knead into a smooth dough. Cover with a damp cloth and set aside for 30 minutes.

Cook the Filling
In a pan, heat a little oil and add cumin seeds. Once they splutter, add the green peas and cook for 2 minutes. Add the mashed potatoes, coriander powder, garam masala, chopped green chili, and salt. Mix well and cook for another 5 minutes. Let it cool.

Shape the Samosas
Divide the dough into small balls. Roll each ball into a thin oval. Cut it in half to form two semi-circles. Take one semi-circle, and fold it into a cone shape, sealing the edge with a little water. Fill the cone with the potato-pea mixture and seal the open edge by pressing it firmly.

Fry Until Golden
In a deep pan, heat oil for frying. Once hot, carefully add a few samosas at a time. Fry until they turn golden brown and crispy. Remove and drain on paper towels.
