Crisp potatoes
Heat a large nonstick or cast-iron skillet over medium-high heat. Add 1 tablespoon neutral oil and 1 teaspoon butter until shimmering. Add the drained potatoes in a single layer (work in batches if needed). Leave undisturbed for 2–3 minutes to form a crust, then stir and press down to crisp other sides, about 6–8 minutes total. Add the diced onion and optional bell pepper, cook 3–4 minutes until softened. Sprinkle smoked paprika, garlic powder, 3/4 tsp kosher salt and 1/4 tsp black pepper. Toss and cook 1–2 more minutes until potatoes are golden and cooked through. Taste and adjust seasoning. Stir in chopped parsley just before serving and keep warm while you cook steak and eggs.

Bring steak to room temperature and season
Pat the 12 oz New York strip dry with paper towels. Let sit at room temperature 20–30 minutes. Generously season both sides with 1 tablespoon kosher salt and 1 teaspoon freshly ground black pepper, pressing the seasoning into the meat.

Sear and roast (pan method)
Preheat oven to 400°F (200°C). Heat a heavy skillet (preferably cast iron) over high heat until very hot. Add 1 tablespoon neutral oil and swirl. Place steak in skillet and sear undisturbed 2–3 minutes until a deep brown crust forms. Flip and sear the other side 1–2 minutes. Add 1 tablespoon butter, smashed garlic cloves and thyme sprigs to the pan. Tilt the pan and spoon the butter and aromatics over the steak (baste) for 30–60 seconds. Transfer the skillet to the preheated oven and roast 4–6 minutes for medium-rare (internal temp 125–130°F / 52–54°C) or longer for desired doneness. Remove steak to a cutting board and tent loosely with foil; rest 5–7 minutes before slicing.

Alternative: stovetop only
If not using the oven, after searing both sides reduce heat to medium-low, add butter and aromatics and continue basting while cooking about 3–6 more minutes, flipping as needed until desired doneness. Rest as above.

Slice and season
Slice steak against the grain into 1/4-inch thick slices. Taste and add a pinch of finishing salt if desired.

Cook eggs any style — sunny-side, over-easy or scrambled (sunny-side example)
For sunny-side: Heat a nonstick skillet over medium-low heat and add 1 teaspoon butter. Crack 2 large eggs into a small bowl then gently slide into the skillet. Season with a pinch of the 1 tsp salt and 1/4 tsp pepper. Cook slowly 2–3 minutes until whites are set but yolks still runny; cover pan for 30–45 seconds if needed to set the tops without flipping. For over-easy, flip carefully after whites set and cook 10–20 seconds more. For scrambled, whisk eggs with a pinch of salt, cook low and fold gently until soft curds form.
