Prepare the Sauce

Prepare the Red Pepper Cream Cheese
In a blender or food processor, combine the red bell pepper (diced), cream cheese, and Mongolian sauce. Blend until smooth and creamy. Set aside.
Cook the Rice Noodles

Boil the Noodles
Bring a pot of water to a boil. Add the rice noodles and cook according to package instructions until al dente (usually about 4-6 minutes). Drain and rinse with cold water to stop the cooking process.

Fry the Noodles
In a large skillet, heat the vegetable oil over medium heat. Add the drained rice noodles and stir-fry for about 2-3 minutes until slightly crispy. Remove from heat and set aside.
Sauté the Onions

Cook the Onions and Garlic
In the same skillet used for the noodles (add a bit more oil if needed), add the sliced onions and sauté over medium heat until they become translucent, about 5 minutes. Add minced garlic, salt, and black pepper. Continue to sauté for an additional 2 minutes until fragrant.
Combine and Serve

Mix Everything Together
Add the fried rice noodles to the skillet with the sautéed onions. Pour the red pepper cream cheese sauce over the top and gently toss to combine all ingredients evenly.

Serve Hot
Serve the Genghis Khan dish immediately, garnished with additional black pepper or green onions if desired.
