    Slice and tenderize

    Freeze the flank steak for 20–30 minutes until slightly firm (this makes slicing easier). Using a sharp knife, slice the steak thinly across the grain into 1/8–1/4-inch strips.

    Marinate

    Place the sliced beef in a bowl. Add 3 tbsp soy sauce, 1 tbsp Shaoxing wine, 1 tsp cornstarch, 1/4 tsp baking soda (optional) and 1/4 tsp salt. Mix thoroughly to coat and let marinate at room temperature for 15–20 minutes (or refrigerate up to 2 hours). The cornstarch will help the sauce cling and the baking soda gently tenderizes.

Sauce and Seasoning

    Prepare sauce

    In a small bowl whisk together 1/4 cup broth, 1 tsp doubanjiang, 1 tsp hoisin, 1/2 tsp dark soy, 1 tsp sugar, 1 tsp rice vinegar, 1/2 tsp sesame oil, and 1/8 tsp white pepper. Adjust heat by increasing or decreasing doubanjiang or red chili flakes. Set aside.

    Heat oil and aromatics

    Heat a large wok or heavy skillet over high heat until smoking point. Add 2 tbsp vegetable oil and swirl. Add 4 whole dried chilies (if using) and fry for 10–15 seconds until fragrant but not burnt; remove and set aside if you want to avoid extra bitterness. Immediately add minced garlic (6 cloves) and minced ginger (1 tbsp). Stir-fry for 10–15 seconds until aromatic but not browned. Add 1 tsp dried red chili flakes and stir for 5 seconds.

    Stir-fry beef

    Push aromatics to the side of the wok. Add remaining 1 tbsp oil and spread the marinated beef in a single layer. Let sear undisturbed for 20–30 seconds to get color, then stir-fry for 1–2 minutes until just browned and mostly cooked through. Work quickly to avoid overcooking.

    Finish with sauce

    Give the prepared sauce a quick stir, then pour it into the wok with the beef. Toss and stir for 30–45 seconds until sauce thickens slightly and coats the beef. If the sauce reduces too much, add 1–2 tbsp water or broth to reach desired consistency. Taste and adjust seasoning with a pinch of salt or more soy if needed.

Aromatics and Finish

    Add scallions and rest

    Add the cut scallions to the wok, toss for 10–15 seconds just to wilt the white parts and keep green parts bright. Remove from heat.

    Garnish and serve

    Stir in optional cilantro and sprinkle toasted sesame seeds. Serve immediately over steamed rice or with noodles.
