Prepare the Sushi Rice
Rinse the sushi rice under cold water until the water runs clear. Combine the rice and water in a rice cooker or pot, and cook according to package instructions. Once cooked, let the rice sit covered for 10 minutes.

Season the Rice
In a small bowl, mix rice vinegar, sugar, and salt until dissolved. Gently fold this mixture into the cooked rice. Allow the rice to cool to room temperature.

Form the Crispy Rice
Spread the seasoned rice into a greased baking dish or mold, about 1 inch thick. Refrigerate for at least 30 minutes to firm up.

Fry the Crispy Rice
In a large skillet, heat vegetable oil over medium-high heat. Cut the chilled rice into squares and fry them in batches until golden brown and crispy, about 2-3 minutes per side. Drain on paper towels.

Prepare the Topping
In a bowl, combine diced tuna and salmon with soy sauce, sesame seeds, and chopped chives. Mix gently to combine.

Top each piece of crispy rice with the tuna and salmon mixture. Drizzle with additional soy sauce and add wasabi if desired. Serve immediately.
