Slice and marinate
Pat the ribeye dry and slice very thinly against the grain (freeze 20–30 minutes first to make slicing easier if desired). In a bowl combine 2 tbs olive oil, 1 tbs Worcestershire, 1 tsp soy sauce, 1 tsp minced garlic, 1 tsp black pepper and 1/2 tsp salt. Add the sliced ribeye, toss to coat, cover and refrigerate for at least 30 minutes or up to 2 hours.

Cook the beef
Heat a large skillet over high heat until very hot. Add the marinated beef in a single layer (work in batches if needed) and sear 1–2 minutes per side until browned but not overcooked; remove to a plate. The beef will finish cooking slightly in the dip.

Prepare vegetables
While the beef marinates, thinly slice the onion and core and thinly slice the green bell pepper.

Sauté onion and pepper
In the same skillet over medium heat add 1 tbs vegetable oil or butter. Add the sliced onion and bell pepper, season with 1/4 tsp salt and 1/4 tsp black pepper, and cook, stirring occasionally, until softened and lightly caramelized, about 8–10 minutes. Push vegetables to the side.

Make a roux
Reduce heat to medium-low. In a medium saucepan melt 2 tbs unsalted butter over medium-low heat. Whisk in 2 tbs flour and cook for 1–2 minutes until the raw flour scent cooks off and the mixture turns slightly golden.

Add milk and cream cheese
Slowly whisk in 1 cup whole milk until smooth. Add 4 oz softened cream cheese in pieces and continue whisking until the sauce is smooth and begins to thicken, about 3–4 minutes.

Melt in cheeses and season
Lower heat to low. Stir in 1 cup shredded provolone and 1/2 cup shredded cheddar a handful at a time until fully melted and smooth. Add 1 tsp Worcestershire sauce, 1/2 tsp mustard, 1/2 tsp hot sauce (optional), 1/2 tsp salt and 1/4 tsp black pepper. Taste and adjust seasoning.

Combine beef and vegetables with sauce
Add the seared beef and sautéed onions/peppers to the cheese sauce and stir to combine. If the mixture seems too thick, add up to 2–4 tbs milk to reach a dip consistency. Transfer the combined mixture to a 9-inch oven-safe skillet or shallow baking dish, smoothing the top.

Top and bake
Sprinkle the remaining 1/2 cup shredded provolone (or torn slices) evenly over the top. Preheat the broiler. Place the skillet or dish under the broiler 4–6 inches from the heat and broil 2–4 minutes until the cheese is bubbly and lightly browned (watch closely to avoid burning). Alternatively bake at 375°F (190°C) for 10–12 minutes to heat through and melt the top cheese.

Garnish and serve
Remove from oven and let rest 3–5 minutes. Sprinkle with chopped fresh parsley if desired. Serve warm with 6 cups toasted tortilla chips or baguette slices for dipping.
