Prepare the Short Ribs
Trim any excess fat from the boneless short ribs and cut them into bite-sized pieces.

Add the Remaining Ingredients
Return the browned short ribs to the pot. Add the beef broth, bay leaves, chopped thyme, salt, and black pepper. Bring to a boil, then reduce the heat to low and cover. Let it simmer for about 1.5 to 2 hours, until the meat is tender.

Rehydrate Porcini Mushrooms
In a small bowl, combine the dried porcini mushrooms and water. Let them soak for about 20-30 minutes until softened. Drain and chop the mushrooms, reserving the soaking liquid.

Toast the Rice
Add the Arborio rice to the saucepan and cook, stirring constantly, for about 2 minutes until the rice is lightly toasted.

Add Broth Gradually
Begin adding the reserved mushroom soaking liquid (strained) and beef broth gradually, one ladle at a time, stirring frequently. Allow the liquid to be absorbed before adding more, continuing this process for about 18-20 minutes until the rice is creamy and al dente.

Finish the Risotto
Stir in the chopped porcini mushrooms and grated Parmesan cheese. Season with salt to taste. Remove from heat.
