Cook the Pasta
Bring a large pot of salted water to a boil. Add the cavatappi pasta and cook according to package instructions until al dente. Drain and set aside.

Add Milk
Gradually whisk in the milk, ensuring there are no lumps. Continue to cook, stirring frequently, until the mixture thickens (about 5-7 minutes).

Incorporate Cheeses
Reduce the heat to low and add the shredded cheddar cheese and cream cheese. Stir until completely melted and smooth. Season with garlic powder, onion powder, salt, and black pepper to taste.

Combine Pasta and Sauce
In a large mixing bowl, combine the cooked cavatappi pasta and the cheese sauce, stirring until the pasta is well coated.

Prepare for Baking
Preheat your oven to 350°F (175°C). Transfer the pasta and cheese mixture to a greased full-sized baking pan.

Add Toppings
Sprinkle the crumbled bacon, seasoned bread crumbs, and grated Parmesan cheese evenly over the top of the pasta.

Bake in the preheated oven for 25-30 minutes or until the top is golden brown and the cheese is bubbling.
