In a large bowl, whisk together the all-purpose flour, granulated sugar, salt, and cornstarch until evenly combined.

Pour the wet ingredients into the dry ingredients and whisk until just combined. The batter should be smooth with a few small lumps; do not overmix.

Let the batter rest for 10 to 15 minutes to hydrate the flour and relax the gluten.

Preheat a thin waffle cone maker or a standard waffle iron. Lightly grease the surface with a neutral oil or nonstick spray.

When the iron is hot, ladle a small amount of batter in the center and swirl to form a thin circle about 6 to 7 inches in diameter. The goal is a crisp, very thin cone.

Cook for about 45 to 60 seconds until the edges are light golden and the center is set. Carefully lift the waffle and immediately wrap it around a cone-shaped form or cone mold to shape. Hold briefly until the cone holds its shape, then place on a rack to cool completely.
