In a medium saucepan over medium heat, whisk together the whole milk, heavy cream, granulated sugar, and fine sea salt. Warm until the sugar is fully dissolved and the mixture is steaming, but not boiling.

Remove from heat and whisk in the vanilla extract. Let the mixture cool to room temperature, then refrigerate until thoroughly chilled (at least 2 hours or overnight).

Whisk in 3/4 cup salted caramel sauce until the base is uniform. Return to the refrigerator and chill for at least 1 hour to let flavors meld.

Churn the base in an ice cream maker according to the manufacturer's instructions until it reaches soft-serve consistency. During the last minute of churning, drizzle in the remaining 1/4 cup salted caramel sauce to create ribbons.

If you are not using an ice cream maker, transfer the chilled base to a freezer-safe container and freeze, whisking every 30-40 minutes until it reaches soft-serve consistency.
