In a medium saucepan over medium heat, whisk together the milk, heavy cream, sugar, salt, and cornstarch. Heat gently until the mixture is warm and the sugar is dissolved, whisking often.

Whisk a small amount of the warm base into the cornstarch to create a slurry, then whisk the slurry back into the saucepan until smooth.

Remove from heat. Stir in peppermint extract, vanilla extract, and green food coloring (if using). Let the mixture cool slightly.

Chill the base in the refrigerator until completely cold, at least 2 hours.

While the base chills, crush chocolate sandwich cookies into small pieces until you have about 1 cup; measure 1/2 cup mini mint chocolate chips.

Churn the cold base in an ice cream maker according to the manufacturer's instructions, until it reaches soft-serve consistency.
