Prepare base and hydrate optional ingredient
In a large saucepan, whisk together the whole milk and heavy cream with the granulated sugar, corn syrup, salt, and vanilla. If using nonfat dry milk powder, whisk it with 2 tablespoons of the milk in a small bowl until smooth, then whisk into the pot.

Chill thoroughly
Remove from heat and cool quickly by placing the pot in an ice bath or transferring to a covered container and refrigerating until 40°F (4°C) or colder, about 2 hours.

Churn and set
Churn the chilled base in an ice cream maker according to manufacturer instructions until thick and creamy, about 20-25 minutes. Transfer to a storage container and freeze 1-2 hours for scoopable soft-serve.

Combine and rest
Pour the wet mixture into the dry ingredients and whisk to form a thin batter. Let it rest 5-10 minutes.

Bake wafers
Preheat oven to 350°F (175°C). Line a sheet with a silicone mat. Spoon a small circle of batter and spread thinly into about 7-8 inch diameter. Bake 8-10 minutes until edges are golden.

Shape into cones
Carefully lift the wafer while still warm and wrap around a cone-shaped mold to form a cone. Hold until cool and crisp. Repeat to make 6-8 cones.
