Cook the macaroni
In a large pot of salted boiling water, cook the elbow macaroni according to package instructions until al dente. Drain and set aside.

Prepare the cheese mixture
In a mixing bowl, combine the cooked macaroni, shredded cheddar cheese, cream cheese, and egg. Mix until well combined and the cheeses are melted slightly.

Season the mixture
Add flour, salt, black pepper, and garlic powder to the cheese and macaroni mixture. Stir until evenly incorporated.

Shape into balls
Using your hands, form the mixture into small balls, about 1 inch in diameter. Place them on a baking sheet lined with parchment paper.

Coat with breadcrumbs
Roll each macaroni ball in breadcrumbs until fully coated.

Heat the oil
In a large pot or deep fryer, heat the cooking oil over medium-high heat until it reaches 350°F (175°C).

Fry the balls
Carefully place the macaroni balls in the hot oil, frying them in batches to avoid overcrowding. Fry until golden brown and crispy, about 3-4 minutes. Remove with a slotted spoon and drain on paper towels.

Combine ingredients
In a saucepan over medium heat, combine marinara sauce and heavy cream. Stir until well mixed.

Add red pepper flakes and stir to combine. Let the sauce simmer for about 5 minutes, allowing the flavors to meld.

Stir in grated Parmesan cheese and fresh basil. Cook for an additional 2 minutes until the cheese is melted and the sauce is creamy.
