Preheat the Oven
Preheat your oven to 375°F (190°C).

Cook the Pasta
In a large pot of salted boiling water, cook the mezzi rigatoni according to the package instructions until al dente. Drain and set aside.
Make the Meat Sauce

Brown the Ground Beef
In a large skillet over medium heat, add the ground beef. Cook until browned, breaking it apart with a wooden spoon, about 5-7 minutes.

Add Tomatoes and Seasonings
Stir in the crushed tomatoes, tomato paste, oregano, basil, salt, and black pepper. Let the sauce simmer for about 10-15 minutes, stirring occasionally.
Combine and Bake

Combine Pasta and Sauce
In a large mixing bowl, combine the cooked rigatoni with the meat sauce, mixing well to ensure the pasta is evenly coated.

Layer in Baking Dish
In a greased 9x13 inch baking dish, layer half of the pasta and sauce mixture. Sprinkle half of the mozzarella cheese and half of the Parmesan cheese on top.

Add Remaining Ingredients
Add the remaining pasta and sauce mixture on top, followed by the remaining mozzarella and Parmesan cheese.

Bake
Cover the baking dish with aluminum foil and bake in the preheated oven for 20 minutes. Remove the foil and bake for an additional 15 minutes, or until the cheese is bubbly and golden brown.

Cool and Serve
Remove the casserole from the oven and let it cool for about 5 minutes before serving.
