Bloom the Gelatin
In a small bowl, sprinkle the gelatin over 3 tablespoons of cold water and let it sit for about 5-10 minutes until it becomes spongy.

Heat the Cream Mixture
In a saucepan, combine the heavy cream, whole milk, honey, lemon juice, lemon zest, and a pinch of salt. Heat over medium heat until the mixture is warm but not boiling.

Combine Gelatin with Cream
Remove the saucepan from heat and stir in the bloomed gelatin until fully dissolved. Allow the mixture to cool slightly.

Pour into Molds
Pour the panna cotta mixture into individual serving cups or molds. Refrigerate for at least 4 hours, or until set.

Serve
Once set, carefully remove the panna cotta from the molds if using, or serve directly in cups. Top with whipped cream and honeycomb candy before serving.
