Prepare the Broth
In a large skillet, heat the olive oil over medium heat. Add the sliced onions, bell pepper, and garlic. Sauté until the onions are translucent.
Add Tomatoes and Seasonings
Stir in the chopped tomatoes, lemon juice, salt, and black pepper. Cook for about 5 minutes until the tomatoes start to break down.
Add Water
Pour in the water and bring the mixture to a light simmer.
Steam the Fish
Carefully place the fish fillets on top of the broth and cover the skillet. Allow the fish to steam for about 10-12 minutes, or until cooked through and flaky.
Garnish and Serve
Once the fish is cooked, remove from heat, sprinkle with chopped cilantro, and serve hot with the broth.
