Prepare the Oven and Pans
Preheat your oven to 350°F (175°C) and grease two 9-inch round cake pans.

Mix Dry Ingredients
In a large bowl, sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add Boiling Water
Carefully stir in the boiling water (the batter will be thin).

Bake the Cake
Pour the batter evenly into the prepared pans and bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean.

Cool the Cake
Allow the cakes to cool in the pans for 10 minutes, then remove and place on a wire rack to cool completely.
