    In a mixing bowl, combine all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

    In a food processor, combine shrimp, green onion, garlic, ginger, soy sauce, sesame oil, salt, and pepper. Pulse until the mixture is coarsely chopped but not pureed. Transfer to a bowl and set aside.

Shumai Assembly

    Shape the Shumai

    After the dough has rested, divide it into small pieces (about 10). Roll each piece into a thin circle (about 3 inches in diameter). Place a tablespoon of filling in the center of each circle. Fold the edges of the dough up around the filling, pinching to seal, leaving the top exposed.

Cooking

    Steam the Shumai

    Place the shumai in a steamer basket lined with parchment paper. Ensure they are not touching. Steam over boiling water for about 10-12 minutes until the shrimp is cooked through and the dough is translucent.

    Remove the shumai from the steamer, let them cool slightly, and serve with soy sauce or your favorite dipping sauce.
