Make the Dough
In a mixing bowl, combine all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5-7 minutes until smooth.

Rest the Dough
Cover the dough with a damp cloth and let it rest for at least 30 minutes to allow the gluten to relax.

Roll the Dough
Divide the rested dough into 12 equal pieces. Roll each piece into a thin circle (about 3 inches in diameter) on a floured surface.

Fill the Dumplings
Place a small spoonful of shrimp filling in the center of each dough circle. Carefully fold the dough over the filling to create a half-moon shape and pinch the edges to seal.
Steaming

Prepare the Steamer
Line a steamer basket with parchment paper or cabbage leaves to prevent sticking. Bring water to a simmer in a pot.

Steam the Dumplings
Place the dumplings in the steamer basket, ensuring they are not touching. Cover and steam for 6-8 minutes until the dumplings are cooked through and translucent.
Serving

Carefully remove the dumplings from the steamer and serve hot with soy sauce or your favorite dipping sauce.
